Awarding a Concession Contract for Trakiya Highway: Interim Report of Transparency International – Bulgaria Study of the Problems Related to the Construction of “Trakiya” Highway as a Public/Private Partnership

At the end of 2004, Transparency International-Bulgaria has launched a procedure for monitoring the construction work of highway “Trakiya” due to the specifics of the deal in progress – assigning a concession of this important infrastructural project without tender or competition. The great number of media publications, alerts and comments coming from experts, political leaders and citizens motivated Association “Transparency International” to apply independent civil oversight mechanisms that resulted in publishing a report with evaluation of the transparency, legitimacy and expediency of the government decision for construction of “Trakiya” Highway through assigning it to concessioner. The report includes summaries and conclusions regarding three main problematic areas connected with providing “Trakiya” Highway for concession through a combination of public and private partnership for its construction.

Monitoring of Corruption Practices in the Area of Governance of Municipal Property and Assigning Public Procurement Contracts in the Bulgarian Municipalities

This publication provides the findings from the first public monitoring of the execution of public procurement on local level, conducted in 2003 and 2004. It represents the new approach of Transparency International – Bulgaria for investigation of corruption related practices on local level – the creation of a team of investigative journalists and legal experts, who analyze the documents and the implementation of contracts for public procurement in particular municipalities. Legitimacy and Transparency of the Tender Procedure for Licensing for Building, Maintenance and Utilization of Second GSM Provider on the territory of Bulgaria

This publication presents the results from the monitoring of the tender procedure for licensing of a second GSM provider on the territory of Bulgaria, conducted at the end of 2000. Along with the results and analysis of the observed procedure, the report presents relevant international legal framework and the practice of cellular mobile networks building, maintaining and operating.

Transparency and Legitimacy of the Bulgarian Telecommunication Company Sale, Considering the Importance, the Consequences and the Reflection of the Agreement on Bulgarian Society: Analysis of the Procedure and the Draft Legislation for Privatization

The sale of the Bulgarian Telecommunication Company (BTC) is one of the most significant privatization deals for the country. Its realization was of considerable value for the Bulgarian economy and was an indicator not only for the government eagerness to assert its engagements to the World Trade Organization, but also for compliance with the conditions for EU accession. The privatization procedure of BTC was a step of the process of liberalization of the telecommunication market in Bulgaria. This inspired Association “Transparency International” to initiate the first public oversight of this type of procedure. The current publication represents the results from the monitoring, carried out in 1999. The publication is available in Bulgarian language.
