TI-Bulgaria will be the Independent Observer of the new public procurement procedure for the ‘Zheleznitsa’ tunnel along ‘Struma’ motorway. This was agreed by TI-BG Executive Director Kalin Slavov and Head of the Management Board of the Road Infrastructure Agency Doncho Atanasov. The Integrity Pact setting the rules for observation and parties’ commitments was signed between our organisation and the contracting authority on 1 September.
The observation will comprise all phases of the tender – preparation of tendering documentation, selection, and execution phase.
Integrity Pact is a tool for civil monitoring of public procurement, developed by the global anti-corruption movement Transparency International. The concept of the agreement lays on the mutual commitment between the contract authority and the private sector companies for restrain from any wrongdoing in harm of the public interest.
The bidders are welcome to accede the Pact at both the evaluation phase and the execution phase of the procurement procedure.
