Transparency International – Bulgaria signed Memorandum of Understanding with the National Company “Strategic Infrastructure Projects” in order to guarantee transparency and accountability of implementation of the tender for design and building of Zheleznitsa tunnel on Struma motorway Lot 3.1.

 

By concluding the document both parts agree to cooperate in preparation of an Integrity Pact (IP) based on which TI-Bulgaria will monitor the above mentioned public procurement procedure. The memorandum also stipulates collaboration between the contracting authority and the independent observer during the IP implementation.

 

After its final approval the Integrity Pact will be opened for accession to all bidders in the tender. The pilot implementation of Integrity Pact in public procurement in Bulgaria took place in 2012-2014. The results show that both contracting authorities and tenderers/contractors appreciate the IP and recognize the role of the independent monitor as a guarantee for fair and transparent procedures.
